Sausalito City Manager Elaine Forbes faces misdemeanor charges and a psychiatric review following a bizarre yacht break-in.

Sausalito City Manager Elaine Forbes appeared in court Wednesday to face misdemeanor charges after a series of unusual incidents at the Sausalito marina. The 53-year-old official, who began her role only three weeks ago, was arrested Saturday morning after allegedly boarding multiple vessels and ransacking several yachts. One owner reported that Forbes left his boat in a state of "unbelievable chaos," where she reportedly tried on clothes inside out and consumed several bottles of wine. The administration of the city has placed Forbes on a leave of absence while she undergoes a psychiatric evaluation at Marin General Hospital. Her family representative stated that Forbes is currently experiencing a significant mental health crisis, which may have led her to believe she was on her own houseboat while exploring the marina. While the city council has the right to terminate her contract, officials indicated they are unlikely to do so immediately. To maintain operations, Mayor Steven Woodside announced that the city is seeking to bring back former City Manager Chris Zapata as a temporary advisor.
