Chinese President Xi Jinping urged global leaders to treat artificial intelligence as a "symphony of international cooperation" rather than a solo performance by a single country. Speaking at the World Artificial Intelligence Conference in Shanghai, Xi Jinping emphasized that the development of AI should be a global public good. He specifically criticized the "overstretching" of national security concerns, suggesting that nations should avoid placing their own security interests above those of others. To solidify China's leadership in the field, the administration announced the formation of the World Artificial Intelligence Cooperation Organization (WAICO), a new coalition of 29 countries including Russia and Pakistan. Xi Jinping also pledged to provide 5,000 training opportunities to developing nations over the next five years. While the United States remains a primary competitor, China is leveraging its advantages in energy supply and rare earth minerals to close the gap. By promoting open-source models and establishing new international bodies, China aims to shape global AI governance and ensure the technology remains under human control.
