Xi Jinping emphasized that AI development should be a "symphony of international cooperation" rather than a solo performance by a single country. The administration has maintained a stricter stance on AI trade with China, often citing national security concerns. In response, Xi Jinping advocated for a "people-centred" approach to governance, urging nations to avoid overstretching security concepts to favor one country over others. To solidify China's leadership, the administration announced the formation of the World Artificial Intelligence Cooperation Organization (WAICO), a coalition of 29 nations including Russia and Brazil. While the United States currently leads in frontier labs and chip production, Chinese firms are rapidly closing the gap. Xi Jinping highlighted China's commitment to providing 5,000 training opportunities for developing countries over the next five years, aiming to establish Chinese principles as the global standard for AI governance.
