Sausalito City Manager Elaine Forbes was arrested on Saturday morning on a felony burglary charge, just two weeks after beginning her role on July 1. Marin County Sheriff's deputies took Elaine Forbes into custody at 6:50 a.m. following a noise complaint at the Sausalito Yacht Harbor. Authorities found the 53-year-old inside a 66-foot yacht that did not belong to her. She allegedly consumed alcohol and manipulated the vessel's controls as if attempting to steal it. The arrest occurred only two days after the Sausalito City Council placed her on an administrative leave of absence. The City of Sausalito has appointed Brandon Phipps as the acting city manager while the investigation remains active. A spokesperson for the family stated that Elaine Forbes is currently experiencing a mental health crisis and asked the public to show compassion as the facts of the case become clearer. She remains in custody on $50,000 bail.
