The document alleges that the Cuban regime has successfully infiltrated top levels of the Pentagon, the National Security Council, and the State Department. The report argues that Cuba’s influence extends beyond traditional spying, citing its role in fostering American activist groups such as the Black Panthers and Antifa. It also highlights how Havana utilized U.S. universities as recruiting grounds for politically sympathetic students.
