Sergio Moncayo Velasquez Reinstates Ordinary Pico y Placa System in Cali While Maintaining Focused Restrictions for Earthquake Recovery
The municipal government of Cali has reinstated the ordinary two-digit Pico y Placa system for the entire city starting Friday, August 21, 2026. This move marks a return to normalcy for weekday traffic, which will be restricted from 6:00 a.m. to 7:00 p.m. based on the last digit of the license plate. To support ongoing recovery efforts following the August 10 earthquake, the administration implemented a temporary 'Pico y Placa Solidario' measure in the most affected zone. In this specific area, four digits are restricted per day to ensure clear corridors for emergency teams, waste removal, and public service restoration. Sergio Moncayo Velasquez, Secretary of Mobility District, stated that the plan uses technical criteria to protect strategic corridors and facilitate a safe, organized normalization of mobility. The focused restrictions apply to the area between streets 36 and 66 and streets 5 and 10. Exceptions include motorcycles, ambulances, hybrid and electric vehicles, and those who pay the congestion fee.
