The 18-page report identifies threats from radical left-wing extremism and illegal armed groups seeking to create scenarios of political and social instability. These groups aim to use violent incidents, infrastructure attacks, and blockades to project an image of state incapacity regarding territorial control. Key risk areas include Cauca, Nariño, Valle del Cauca, Arauca, and the Catatumbo region.
