Federico Gutiérrez leads the approval of a new Territorial Planning Plan to modernize Medellin's urban growth.

The Medellin Council officially approved the mid-term review of the Territorial Planning Plan (POT) on Wednesday, a project that will define the city's urban development for the coming years. Mayor Federico Gutiérrez noted that the proposal was built through an extensive socialization process involving 10,000 participants and 7,000 contributions, with 60% of those inputs being incorporated into the final document. The 17,000-page plan aims to address housing deficits, mobility efficiency, and the regulation of tourist housing. It introduces three modalities of urban renewal: redevelopment, reactivation, and revitalization. These categories allow the city to grow inward by making better use of existing infrastructure rather than expanding indefinitely. The revision also seeks to balance economic development with the protection of residential zones. By updating land use regulations, the administration aims to accommodate new industries and tourism—which accounted for 93.45% of arrivals in 2025—while minimizing noise, pollution, and congestion for residents.
