President Abelardo de la Espriella approves new electricity consumption scheme to reward energy savings and penalize excess

The administration announced a new electricity consumption scheme designed to encourage energy savings and reduce pressure on reservoirs during the El Niño 2026-2027 period. President Abelardo de la Espriella confirmed that the Energy and Gas Regulation Commission approved two measures establishing individual consumption goals based on a user's history. Users who reduce their monthly consumption by more than 10% compared to their reference goal will receive a financial benefit. Conversely, those who exceed their goal by more than 10% will face surcharges. These charges are set at 30% for strata 1, 2, and 3, 50% for the strata 4, 5, and 6, and 70% for commercial and industrial users. Natalia Gutiérrez, president of the Colombian Association of Electric Power Generators, stated that the collected funds will be used to finance the incentives for those who reduce consumption rather than providing additional income for the government or service providers. The first bill under this system will be pedagogical, meaning users will see the excess costs without being charged initially. The scheme will not apply to users in municipalities officially affected by the earthquake on August 10, 2026.
