Ricardo Velarde Cárdenas appeals to reverse bank account freeze following resignation as Sinaloa Secretary of Economy
Ricardo Velarde Cárdenas has filed a legal appeal to reverse the freeze on his bank accounts ordered by the Financial Intelligence Unit. The former Secretary of Economy for Sinaloa, who served in the position from November 2024 to October 2025, resigned following the disappearance of Carlos Emilio Galván at a bar owned by Velarde Cárdenas. The Financial Intelligence Unit included Velarde Cárdenas on its list of blocked persons to investigate potential illicit financial operations. This measure also affected his business partner, Jorge Armando Lizárraga Angulo, and several companies they share, including Grupo Priben and Operadora de Bares Veliz. A judge in Mexico City declared the administrative court incompetent to hear the case and referred the file to a judicial body in Mazatlán, Sinaloa. The legal process will continue in the federal courts of Sinaloa to determine if the financial restrictions are related to the disappearance of Carlos Emilio Galván or are independent of the allegations of organized crime ties within the administration of Governor Rubén Rocha Moya.
