Sergio Javier Moncayo implements 'Pico y Placa Solidario' to manage traffic flow in Cali following a major earthquake.
The Secretary of Mobility of Cali, Sergio Javier Moncayo, announced that the city will implement a temporary 'Pico y Placa Solidario' traffic restriction from Tuesday, August 18th to Saturday, August 22nd, 2026. This extraordinary measure is designed to keep main road corridors clear for emergency services, operational teams, and public entities responding to the aftermath of a recent earthquake. The restriction applies to private vehicles within the urban perimeter of Santiago de Cali between 6:00 a.m. and 7:00 p.m. daily. The rotation alternates between even and odd license plate numbers each day. For example, even plates are restricted on Tuesday, Thursday, and Saturday, while odd plates are restricted on Wednesday and Friday. Several exceptions are granted to ensure mobility for essential services, including motorcycles, official and diplomatic vehicles, and emergency response units. Vehicles transporting people with disabilities, medical personnel, and those with a capacity of five tons or more are also exempt from the restriction. The administration aims to facilitate smoother movement for recovery and debris removal work.
