Congress considers the Biotech Investment National Security Act to expand federal oversight of biotechnology activities and protect national security.

The US Congress is currently considering the Bipartisan Biotech Investment National Security Act (BINSA), a bill designed to significantly expand federal oversight of biotechnology activities, including drug development and clinical trials. The legislation was introduced in June as a supplement to the Comprehensive Outbound Investment National Security Act (COINS). Sponsors of the bill argue that the act is necessary to protect US national security interests in medical research and innovation. The initiative was announced after major pharmaceutical companies, including Pfizer and Bristol Myers Squibb, entered into multibillion-dollar research and development deals with Chinese biopharmaceutical companies. Michigan Republican John Moolenaar, a bill co-sponsor, stated that these deals with Chinese biotechnology companies pose a threat to the future of US pharmaceutical manufacturing. Experts from Optimapharm, including Pavle Vukojevic, Miguel Salcedo, and Paul Miller, suggest that BINSA could reshape global drug development, though they warn that the primary beneficiaries may not always be US companies.
