The group was a significant force in the La Guajira and Caribbean Colombian regions, known for drug trafficking, kidnapping, and extortion. Petro stated that his administration sought a negotiated exit for the group, aiming for total disarmament and a reduction in illicit activities. He noted that the group had previously presented a negotiation with the United States, which the DEA unexpectedly rejected. Petro argued that his approach focused on the population, aiming to get people under mafia rule to join development projects. Naín Andrés Pérez Toncel was a high-value target who died during the 'Guardian of the Homeland' operation in Riohacha. The operation also resulted in the death of Rosa Angélica Tarazona, known as 'La Bebesita,' and two other individuals, Orlando Paternina and Keiner José Moscote Martín. During the funeral of Naín Andrés Pérez Toncel, President Abelardo de la Espriella issued a warning against criminal groups seeking to maintain territorial control.
