Admiral Fernando Farías Laguna has been transferred to the Federal Social Reintegration Center Number 1, also known as the Altiplano prison, in Mexico. The former naval officer arrived in Mexico City from Argentina, where he was detained in April after the Mexican government suspended the extradition process. Farías Laguna is considered a mastermind of a massive fuel smuggling network, known as huachicol fiscal. The network utilized tanker ships, public officials, and customs agents to import refined fuel into Mexico while declaring it as tax-free merchandise to evade taxes. The investigation by the General Prosecutor of the Republic (FGR) revealed that the conspiracy smuggled at least 564 million liters of fuel across 69 ships since 2023. Authorities have detained 16 people in connection with the scandal, including 12 former public servants. The arrival of Farías Laguna, who entered Argentina with a false Guatemalan passport, is a key development in unraveling the corruption within the Mexican Navy.
