The National Government of Colombia has initiated the 'Plan Milagro de Reconstrucci贸n' to address the extensive damage caused by a recent earthquake. The disaster destroyed over 12,000 homes and damaged more than 75,000 others, while also impacting dozens of schools and health centers. The plan utilizes a public-private partnership strategy called 'Todos Ponen,' which combines government subsidies, private sector donations, and family compensation funds to restore habitability and security. To ensure efficiency, the administration announced a 'Batall贸n de Expertos' composed of professionals to evaluate and classify buildings based on their level of damage. Experts suggest that the country should avoid traditional, fragmented procedures and instead adopt a more streamlined, less bureaucratic approach, such as a 'FOREC 2.0' model. This model would prioritize regional coordination and radical transparency to close historical gaps in remote municipalities. By leveraging social capital and private investment, the government aims to complete major housing solutions by 2027 and 2028, transforming the tragedy into an opportunity for institutional reform and economic recovery.
