Carlos Fernando Galán and Julia Rubiano introduce new resolution to limit mobile phone use in Bogotá schools

Mayor Carlos Fernando Galán and Education Secretary Julia Rubiano presented a new resolution in Bogotá to regulate the use of mobile phones and screen devices in both public and private schools. The policy, titled “(Re)conectarnos para aprender,” aims to protect learning time by limiting device use during classes and breaks. Under the new rules, students must keep phones silent and out of sight unless they are used for educational purposes, health reasons, accessibility for students with disabilities, or emergencies. The resolution establishes different rules based on the student's developmental stage, prioritizing play and social interaction in early years and transitioning toward digital critical thinking in higher grades. Schools have six months to incorporate these rules into their convivencia manuals. While the resolution applies to both public and private institutions, private schools retain the autonomy to decide how to implement the rules, such as determining whether students can carry the devices or if they must be kept in custody. Education Secretary Julia Rubiano noted that the policy aims to reduce device addiction and improve student concentration.
