Kaja Kallas to Propose Extensive New Sanctions Package Against Russia This Autumn

Kaja Kallas, the EU High Representative for Foreign Affairs and Security Policy, announced that the European Union plans to introduce a significant new package of sanctions against Russia this autumn. The proposed measures are described as the most far-reaching since the start of the war in Ukraine, aiming to increase the total number of sanctioned Russian entities and individuals by one-third. Kallas stated that the pressure on Moscow must continue to grow until the war ends, noting that existing sanctions have already cost Russia over 1 trillion euros. The new package is expected to be presented to EU member states in early September, with the goal of adoption in October. The listings will target approximately 1,600 Russian individuals and entities, primarily linked to the military-industrial complex. However, achieving unanimous approval from all 27 member states remains a challenge. Recent negotiations for the 21st sanctions package were complicated by national interests, with countries like Greece securing exemptions on Russian liquefied natural gas. Analysts suggest that while the rhetoric is bold, reaching a consensus on more stringent enforcement mechanisms may be difficult as some nations prioritize their own economic interests over deeper economic pain for Russia.
