Nikol Pashinyan Secures Peace Dividends for Armenia through U.S. Chip Diplomacy and Nvidia Technology
Prime Minister Nikol Pashinyan stated that establishing peace with Azerbaijan is the most important promise of his government. To facilitate this, the U.S. administration used the promise of expanded access to Nvidia’s leading-edge artificial-intelligence chips as an economic inducement to help secure a preliminary peace agreement between Armenia and Azerbaijan.

This initiative is part of what the administration calls "chip diplomacy." The agreement includes export licenses for Nvidia’s leading-edge chips for the Firebird artificial-intelligence data center in Hrazdan, which could cost over $5 billion. The center is planned to be equipped with approximately 70,000 Nvidia servers featuring Grace Blackwell and Vera Rubin technology. The U.S. negotiating team, led by special envoy Steve Witkoff, produced a document outlining plans to deepen Armenia’s economic relationship with the United States and support the country's technology sector. Following the preliminary agreement between the preliminary agreement between Armenia and Azerbaijan, the U.S. side agreed to authorize the delivery of tens of thousands more of Nvidia’s leading-edge processors, known as GB300s.
