The National Fiscal General Formulates Accusation Against Ricardo Roa Barragán for Trafficking of Influences Regarding a Luxury Apartment Purchase
The National Fiscal General is formulating an accusation against Ricardo Roa Barragán, the former president of Ecopetrol, for his presumed responsibility in the crime of trafficking of influences. The investigation centers on Roa Barragán's use of his power to purchase a luxury apartment in Bogotá for approximately COP 1,800 million, significantly lower than its market value of COP 2.727 million. The Fiscal General's investigation indicates that Roa Barragán pressured Luis Enrique Rojas, the former president of Hocol, to benefit Juan Guillermo Mancera, an intermediary who represented the company Gaxi SA ESP. Roa Barragán allegedly sought to direct the Chuchupa-Ballena LNG project in La Guajira to Gaxi SA ESP. To achieve this, Roa Bellan pressured Rojas to provide business opportunities for Mancera. While the Fiscal General requested that Luis Enrique Rojas be recognized as a victim of the pressure, defense attorney Juan David León Quiroga argued that Rojas was not directly affected and actually opposed the assignment of the project to Gaxi SA ESP.
