Salman Ahmed Elmi faces Medicaid fraud charges after receiving Minnesota's Outstanding Refugee Award

Salman Ahmed Elmi, a 30-year-old man, faces five counts of aiding and abetting theft by misrepresentation and three counts of aiding and abetting theft by swindle. The charges stem from an alleged scam where Elmi billed over $1 million in Medicaid-funded services that were never provided or were not eligible for reimbursement. This fraud occurred while Elmi operated a Reva Health facility in Golden Valley between 2024 and 2026. Notably, Elmi received an "Outstanding Refugee Award" from the Minnesota Department of Human Services in 2021. The agency, which administers Medicaid funding, has since expressed that Elmi's alleged actions are disturbing and do not reflect the goal of the awards. Critics have pointed out the irony of the state honoring Elmi as a refugee success story while the same agency managed the fraud. The fraud scheme is also linked to a sex trafficking operation involving other defendants, including Frank Devone Reeves and Andrea Sampson. These co-conspirators allegedly used fraudulent Medicaid service providers to profit from prostitution and promised kickbacks to victims who collected information on enrollees.
