The House of Representatives may vote on the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 to grant the executive branch more tariff authority.

Section 113 of the bill gives the president new discretion to impose tariffs of up to 100% on countries that are among Russia’s top five export markets for crude oil or natural gas. It also allows for tariffs on countries that are among the top five countries facilitating Russian oil sanctions evasion. The administration announced that the act provides significant leeway to determine which countries are subject to tariffs and the specific rates they face. President Trump has shown a willingness to use these ambiguities to impose tariffs and has suggested expanding the bill’s coverage to beyond Russia. The National Taxpayers Union suggests that Congress should reclaim its constitutional authority over tariffs rather than delegating more authority to the executive branch. The organization recommends that the House reject the legislation unless it includes requirements for congressional approval of new tariffs.
