Special Envoy John Coale has successfully negotiated the release of more than 500 political prisoners from Belarus through a personal and informal diplomatic approach. By utilizing humor, vodka toasts, and even weight-loss advice, Coale established a rapport with Belarusian leader Alexander Lukashenko. This personal connection helped secure several rounds of releases, including a significant batch of 250 prisoners in March 2026, in exchange for the easing of U.S. sanctions on the Belarusian financial sector and potash industry. The administration announced that these negotiations have moved beyond prisoner releases to include the possibility of restoring the full operation of the American embassy in Minsk. While human rights activists have criticized the model as a "revolving door" where new prisoners are added as others are freed, Coale remains optimistic about securing the remaining 878 political prisoners. Coale, who previously served as a lawyer for President Trump, continues to work on expanding his mission to secure prisoner exchanges globally.
