Hurricane Lowell approaches Hawaii as the state declares a state of emergency

Hawaii has declared a state of emergency as Hurricane Lowell, a category 3 storm, moves toward the islands. The storm is forecast to pass just west of Kauai and Niihau between Monday night and Tuesday morning. Officials have issued a tropical storm warning for Kauai and Niihau, with hurricane-force winds expected to impact the area by Monday afternoon or evening. The storm is expected to produce 6 to 10 inches of rain for Kauai, with maximum totals of up to 16 inches possible. Significant flash flooding and mudslides are expected, particularly in Kauai County and portions of the Big Island, where 4 to 8 inches of rain are forecast. The National Hurricane Center reports that the storm's core is moving north-northeast at a speed of 14 mph. While the storm's most dangerous winds may remain offshore, heavy rain, high surf, and dangerous coastal conditions are expected across the islands. A combination of storm surge and tides is forecast to cause flooding in normally dry coastal areas, with surge heights of 2 to 4 feet possible on Kauai.
