Liliana Caballero Durán dies as former general secretary of Bogota's Mayor Council

Liliana Caballero Durán, a lawyer and public management expert, died on Sunday, September 6. The death was confirmed by the Mayor of Bogota, Carlos Fernando Galán, who noted that she served as his secretary general during her first months in office. Caballero served as secretary general during the second term of Antanas Mockus as well. In that role, she led the creation of the Citizen Service System and models for transparent recruitment and public law management. Her career included roles as director of the Department of Public Administration and director of the Institute of Public Leadership at the National University of Colombia. She also served as a delegate procurator for the Preventive Surveillance of the Public Function and as a teacher at the University of the Andes. Internationally, she presided over the Latin American Center for Administration for Development. Her professional life was dedicated to public service, and she was recognized by various national political figures for her experience and dedication to the city of Bogota.
