35-year-old Carlton Neal Johnson II was killed by Minneapolis police in an exchange of gunfire after he shot and killed two neighbors and injured several others in a downtown apartment building. The shooting, which occurred during a custody handoff of a child, was identified by the Bureau of Criminal Apprehension as a case of domestic violence. Before the shooting, Carlton Neal Johnson II had reportedly threatened several residents with a firearm for months. Despite these reports, the Hennepin County Attorney’s Office declined to charge him or seek an extreme risk protection order under the state’s red flag law. Two police officers were wounded during the response, with one officer shot in the stomach and another in the leg. Several residents and employees were also injured. Gun violence advocates and medical professionals have called for stricter gun laws to prevent future tragedies. State Sen. Scott Dibble noted that the legislature will likely revisit gun laws this year to strengthen the extreme risk protection order law and make it easier for law enforcement to intervene before threats become funerals.
