China Completes First Stage of Construction on Antelope Reef to Create Largest Naval Base in the South China Sea

The PRC has completed the first stage of construction on Antelope Reef, a roughly 1,490-acre artificial island in the Paracel Islands. Satellite imagery confirms the completion of a large harbor, a helipad, and various buildings, with a potential 9,000-foot runway currently under development. This new base is expected to become the PRC’s largest naval base in the South China Sea, providing a protective harbor for surface vessels and submarines while strengthening the PRC’s militarized presence. While the PRC administers the Paracel Islands, Vietnam also claims the territory. The PRC has used environmental protection as a pretext to justify its land reclamation, though the 1982 U.N. Convention on the Law of the Sea does not recognize maritime zones generated by artificial islands. The administration announced that the PRC's island-building campaign is accelerating with apparent impunity. The base will likely serve as a strategic hub for missile launchers and radar, potentially complicating US and coalition efforts to defend Taiwan during a conflict. The PRC continues to use these outposts to exert sea and air control over the region.
