Mario Delgado Carrillo Prohibits Traditional 'Novatadas' and Initiation Rituals in Mexican Normal Education Institutions

The Secretariat of Public Education (SEP) has issued new regulations prohibiting initiation acts, known as 'novatadas,' and any form of violence during pre-school activities for Normal Education institutions. Secretary Mario Delgado Carrillo announced that these measures aim to ensure a safe, violence-free environment for students as they prepare for the 2026-2027 academic cycle. From August 17 to August 28, 2026, the period is designated for planning and teacher enablement. During this time, the administration announced that no initiation, induction, or testing practices are authorized, even if they are presented as voluntary or traditional. The regulations specifically target schools dedicated to training primary teachers and educators. In the state of Puebla, the local SEP joined the federal mandate, rejecting illegal activities that recently occurred at the Rural 'Carmen Serdán' School. Authorities warned that any conduct involving physical violence, psychological discrimination, or the restriction of movement should be reported to State Human Rights Commissions. The goal is to strengthen a coexistence based on respect for human rights and student dignity.
