Mayor Zohran Mamdani Adjusts New Luxury Second Home Tax Rollout Following Legal Challenges

Mayor Zohran Mamdani is revising the implementation of the city's new pied-à-terre tax on luxury second homes. The Mamdani administration announced that it is reducing the pool of property owners who may be subject to the surcharge, moving from an initial 17,000 notices to a revised list of 10,800. This adjustment follows a lawsuit filed by homeowners who criticized the rushed rollout and the burden placed on residents to prove their primary residency. To address these issues, the city has established residency for 1,210 owners and approved appeals from 2,892 others. The Mamdani administration announced that the deadline for owners to submit proof of residency was extended to Oct. 6. Officials defended the tax, stating that the lack of initial tax data was a necessary step, while critics argue the city should have reviewed state tax records before issuing notices. If the lawsuit succeeds, the city may be forced to restart the tax implementation process.
