The second order will overhaul the city's emergency continuity plans for the first time since 2007, creating a new interagency team to ensure essential services remain available during emergencies. Mayor Zohran Mamdani stated that he wants to keep the 25th anniversary of the attacks focused on solemn remembrance rather than politics. However, some critics have called for his exclusion from the 25th anniversary commemoration at Ground Zero. Former Governor George Pataki expressed reservations about Mamdani's attendance due to his association with influencer Hasan Piker and his refusal to condemn the term 'globalize the Intifada.' Additionally, the administration announced that the 2027 city budget allocates $34.2 million to create a public online portal for 9/11-related documents. A recent report from the FDNY also revealed that deaths from 9/11-related illnesses have now surpassed the number of people killed on the day of the attacks.
