Judge Jhoan Aguilera MartÃnez Orders Temporary Suspension of Military Bombings in Guaviare to Protect Minors
Jhoan Aguilera MartÃnez, the third Judicial Judge of the San José del Guaviare Circuit, ordered President Abelardo de la Espriella and the military forces to temporarily suspend bombings in the Guaviare department. This provisional measure applies when intelligence information or preventive alerts indicate the possible presence of children and adolescents in the area. The order was issued following a tutela action presented by Roxemhberg Rozo Sánchez to protect minors who have been victims of forced recruitment by armed groups. The judge noted that the suspension is necessary to prevent irreversible consequences for minors before the court can determine if current verification mechanisms are sufficient. The ruling does not prohibit all bombings but requires authorities to verify civilian presence before offensive operations. The judge cited recent military actions, such as Operation Amón and Operation AzarÃas, where several minors were killed or rescued. The court will eventually evaluate the protocols used to identify military targets and the mechanisms in place for detecting civilian presence.
