Claudia Sheinbaum Proposes Fuel Tax Traceability to Combat Fiscal Evasion
Claudia Sheinbaum announced that the 2027 Economic Package will include a proposal to improve the traceability of the Special Tax on Products and Services (IEPS) for fuels. The measure aims to combat fiscal evasion by ensuring that taxes are paid throughout the entire commercial chain, from the point of importation to the final sale at gas stations. Sheinbaum clarified that the proposal does not create a new tax but rather modifies existing control mechanisms to ensure that those who do not comply with tax obligations pay. The National Tax Administration Service (SAT) is currently working on implementing these controls to monitor the IEPS from the time of distribution to the final sale. The president noted that while tax evasion has decreased, it still persists through various mechanisms, including the so-called huachicol fiscal, where hydrocarbons are imported and labeled as other products to avoid payment. The Mexican Treasury estimated that losses due to this specific type of evasion were equivalent to $16 billion in 2025. Sheinbaum stated that the central goal of the fiscal measures is to reduce evasion and guarantee that there is no tax evasion.
