Méndez Rodríguez highlighted that Samuel García Rivero was the only official who could deliver documents to Grecia Quiroz without negotiating with her. She also questioned how Samuel García Rivero gained access to the mayor's private agenda, which was typically restricted to a small circle. This discrepancy suggests a potential link between the murder and the García Rivero official. Juan Manzo, the brother of the late mayor, further accused the municipal administration of using public resources to defend the guards arrested for the assassination. He requested the FGR to take over the case to ensure a transparent investigation into the inner circle of the Movement of the Sombrero.
