Abelardo De La Espriella signs 11 decrees to accelerate reconstruction following the August 10 earthquake

President Abelardo De La Espriella signed 11 new decrees under the state of emergency to manage the reconstruction process following the earthquake on August 10. During a six-hour council of ministers, the president authorized the creation of the "Patria Milagro" foundation, which will manage international and private donations for the reconstruction efforts. Jaime Uribe was appointed as the head of the foundation. The decrees include 17 financial measures to provide regional authorities with the liquidity needed to address the emergency. These measures allow territorial entities to co-finance investment projects outside their own jurisdictions. Additionally, the administration authorized the use of resources from the National Pension Fund of Territorial Entities (Fonpet) to ensure the continuity of public services and infrastructure. Other measures include a temporary regime for information management by the National Administrative Department of Statistics (Dane) and the implementation of a "works by tax incentives" model to mobilize private sector resources. The administration also authorized temporary academic activities in alternative spaces to ensure students can continue their education while official school sites are being repaired.
