Luis Carlos Gutiérrez Martíniz reaches pre-agreement for fraudulent university degrees issued to Juliana Andrea Guerrero Jiménez
Luis Carlos Gutiérrez Martíniz, the former secretary general of the Foundation for Higher Education Superior San José, has reached a pre-agreement with the Prosecution regarding the fraudulent issuance of university degrees. The judge for Court 46 Penal with Knowledge Function in Bogotá approved the agreement, resulting in a sentence of 36 months of prison for the crime of falsity in a public document. During the hearing, Luis Carlos Gutiérrez Martíniz admitted his responsibility for manipulating the system to grant false diplomas to Juliana Andrea Guerrero Jiménez, who was an ex-candidate for Vice Minister of the Government of President Gustavo Petro. The prosecution noted that Juliana Andrea Guerrero Jiménez did not meet the minimum requirements for her degrees, yet used them to validate her studies in the public employment system. As part of the agreement, Luis Carlos Gutiérrez Martíniz offered public apologies to the academic community. While Juliana Andrea Guerrero Jiménez was cited for the session but skipped it, the court will schedule a new date to continue the trial and evaluate the final sentence of the former director.
