To prevent a permanent Democratic House majority, the memo suggests Republicans focus on state legislatures in Michigan, Minnesota, Pennsylvania, and Wisconsin. Victories in these states could allow the GOP to shape up to 12 House districts, potentially providing a major boost to the federal level.
