Vladimir Putin signed a decree granting the Russian government the power to temporarily take control of private critical infrastructure if owners fail to protect it from Ukrainian attacks. The decree covers sectors including fuel, energy, communications, transport, and logistics. If owners do not implement sufficient security measures against drone attacks or restore functioning quickly enough, the state can assume management without a court decision. This move follows an intensifying Ukrainian drone campaign that has struck Russian refineries and logistics hubs, such as Ozon and Wildberries. The administration announced that the decree will be applied selectively and is not intended as a mass nationalization. Simultaneously, Russia's Defense Ministry reported preparations for massive strikes on Ukraine's energy infrastructure as a response to Ukrainian strikes on Russian civil infrastructure. These attacks come as Ukraine faces a shortage of air defense equipment, specifically US-made Patriot missiles. President Volodymyr Zelenskyy reported that a Russian strike on an ammunition warehouse west of Kyiv resulted in 38 deaths, marking the year's deadliest attack. Zelenskyy also stated that Ukraine is preparing for further talks with representatives of Donald Trump to ensure peace remains a viable option.
