Kyrylo Budanov states Ukraine is prepared to end hostilities with security guarantees without legally recognizing Russian occupation
Kyrylo Budanov, the head of the Ukrainian Presidential Office, stated that Ukraine is prepared to end hostilities at any time provided the agreement is based on acceptable terms rather than a Russian ultimatum. Budanov noted that the most realistic scenario for ending the war involves a cessation of hostilities along the actual front line on the day an agreement is reached, accompanied by security guarantees. However, Budanov emphasized that Ukraine will not legally recognize Russia's occupation of any Ukrainian territory. He warned that if Russia does not stop its hostilities, Ukrainian strikes will reach deeper into Russian territory and carry greater combat power. Budanov, who has been involved in negotiations with Russia since 2022, stated that both Washington and Kyiv have demonstrated a readiness to negotiate. He noted that the question of Russia's willingness to be clear over time. Budanov also addressed the effectiveness of a Russian court's arrest warrant against him, calling it an acknowledgment of his effectiveness while maintaining that Russian court decisions have no significance for him.
