San Diego Mayor Todd Gloria Secures Legislative Approval for Midway Rising Mega Project Bills

San Diego Mayor Todd Gloria secured legislative approval for two state bills designed to protect the Midway Rising mega project from legal challenges. Senate Bill 958 and Senate Bill 344 passed through the state legislature with a 40 to 0 vote in the Senate, and both are now headed to Governor Gavin Newsom's desk for final approval. Senate Bill 958 aims to prevent increased building heights from being considered significant impacts under California’s Environmental Quality Act. While originally written for Midway Rising, the bill was amended to apply to all non-industrial, infill projects with a certified environmental impact report. Senate Bill 344 is a special statute specifically for Midway Rising, establishing that the project will have fully satisfied the requirements of the state’s environmental law once its environmental impact report is received certification. Mayor Todd Gloria stated that the bills provide greater certainty and help prevent unnecessary litigation and delays for housing development. The Midway Rising project, a 49.2-acre property, will include 4,254 residential units, a 16,000-seat arena, and commercial space. The development team, led by the Kroenke Group, is committed to building 2,000 affordable housing units.
