Rodrigo Arcila Parra Demands Immediate Appointment of a Director for the SENA Regional Valle del Cauca

Rodrigo Arcila Parra, president of Sindesena in the Valle, reported that the SENA Regional Valle del Cauca has remained without a director since August 26. The union expressed dissatisfaction with the Secretary General of SENA, Dr. Angélica María Rodríguez Andrade, for failing to meet the commitment to resolve the leadership vacancy by September 7, 2026. The lack of a permanent or interim director with full administrative and spending authority has caused delays in contracting, payments to providers, and the management of commissions and per diems. This situation is particularly critical as the region recovers from the earthquake on August 10, which damaged several facilities, including the Nautical and Fishery Center of Buenaventura and the Agricultural Center of Buga. Sindesena requested that the General Direction of SENA provide technical documents and official concepts from structural engineers to confirm which buildings are habitable. The union also noted a national budget blockage of approximately $719 billion pesos, with $19 billion pesos specifically for the Valle del Cauca region, affecting infrastructure repairs.
