Kyrylo Budanov, Head of the Office of the President of Ukraine, stated that halting the war along the current line of contact is currently impossible because Russia categorically refuses to stop the fighting. He noted that while Ukraine desires a peace agreement, an immediate freeze is unrealistic at this time, and combat operations are expected to continue through the upcoming winter. Currently, negotiations with Moscow are primarily focused on technical issues and prisoner exchanges, with Budanov announcing that another major swap will occur very soon. He characterized these exchanges as a technical track that serves as preparation for "something major." Budanov also highlighted the need for continued mobilization, stating that the military must mobilize a minimum of 30,000 people monthly to maintain frontline positions. While he acknowledged public frustration with forceful mobilization, he noted that the Defense Ministry is preparing reforms to improve the system. Additionally, Budanov indicated that a new round of paused negotiations could be revived as early as September, with Ukraine seeking a broader diplomatic push to find solutions for humanitarian issues and unblocking Black Sea routes.
