Security Service of Ukraine and Military Intelligence Units Engage in Shootout During Investigation of Russian Terrorist Plot
The Security Service of Ukraine (SBU) and the Main Intelligence Directorate of the Ministry of Defense (HUR) engaged in an armed shootout in Kyiv on September 2. The clash occurred during an investigation into a terrorist plot by the Russian FSB to assassinate Stepan Kaplunov, the deputy commander of the Russian Volunteer Corps. SBU officers were conducting an urgent search at the apartment of Stepan Kaplunov, who had been abducted by the SBU on August 23. During the search, a group of individuals from the HUR unit were attacked by the SBU. The SBU reported that the attackers attempted to obstruct the investigation and blocked the passage of the SBU vehicle. To suppress the resistance, SBU officers used weapons, resulting in several injuries among the HUR personnel. President Volodymyr Zelenskyy demanded that the heads of the SBU and HUR provide a public explanation for the incident. Kyrylo Budanov, head of the Presidential Office, called for a thorough and impartial investigation. The Office of the Prosecutor General has launched a pre-trial investigation into the incident on grounds of threats and encroachment on the lives of law enforcement officers.
