The Administrative Tribunal of Cundinamarca suspends Colombia's new passport model pending a detailed production report
The Administrative Tribunal of Cundinamarca has issued a precautionary measure to temporarily suspend the execution of Specific Inter-administrative Agreement 001 of 2025 and CI-005 of 2026. These agreements, which govern the new passport issuance model for Colombia, were suspended following a lawsuit filed by Nicolás Dupont Bernal against the Rotating Fund of the Ministry of Foreign Affairs and the National Printing House of Colombia. Nicolás Dupont Bernal argued that the current model suffers from improvised planning, unfulfilled deadlines, and a lack of verifiable supporting documents regarding infrastructure and personnel. The tribunal noted that maintaining the service under current conditions of uncertainty could be more detrimental to collective rights than a temporary suspension. The tribunal ordered the Ministry of Foreign Affairs, the Rotating Fund, the National Printing House, and the National-Central Mint of Portugal to submit a joint report within 20 days. This report must detail the production chain, the location of passport books, and the identification of all third parties involved in the production, transport, and distribution. Despite the suspension, the tribunal mandated that the state must take immediate action to ensure that the issuance of passports continues without interruption during this period.
