Zheng Yongnian, dean of the school of public policy at the Chinese University of Hong Kong (Shenzhen), stated that China must develop the capacity to set international standards to effectively adapt to external pressures. Writing in the preface to the new book The Rise of Atlas, Zheng Yongnian highlighted that projects like the Huawei Technologies’ Atlas 950 SuperPoD computing system demonstrate China's effort to build institutional and industrial capacity. He argued that true technological autonomy involves more than just possessing hardware; it requires the ability to define the technological path, including shaping ecosystems and coordinating hardware, software, and applications. By establishing these standards, China can better navigate the global technological landscape and reduce reliance on external systems.
