Gerardo Fernández Noroña ordered to issue a public apology to Grecia Quiroz for gender-based political violence.
The Electoral Court of Michoacán ruled by a majority vote that Senator Gerardo Fernández Noroña committed gender-based political violence against Grecia Quiroz, the substitute municipal president of Uruapan. The court determined that several of Noroña's statements made on his YouTube channel and personal social media accounts were personal expressions rather than legislative functions, thus exempting them from parliamentary immunity. Noroña was criticized for calling Quiroz "fascist," "irresponsible," and "ambitious" in videos where he questioned her legitimacy and political trajectory. While Noroña argued his comments were political critiques, the court found they were personal evaluations that minimized Quiroz's work. As part of the reparation measures, the court ordered Noroña to provide a public apology to Quiroz, which must be approved by her before being issued. Additionally, Noroña must complete a training course on political violence against women at his own expense and will be included in the National Register of Persons Sanctioned in Matters of Political Violence against Women due to Gender for six months.
