Speaker Mike Johnson Secures Narrow Rule Vote Victory with Help from Two Democrats

Speaker Mike Johnson, R-La., secured a narrow 209-208 victory on Tuesday to adopt a rule allowing debate on four bills. The procedural resolution was nearly derailed by a mini-revolt among House Republicans who were dissatisfied with how the administration handled a stopgap spending bill, known as a continuing resolution. While the rule passed, five Republicans—including Chip Roy, R-Texas, and Andy Harris, R-Md.—voted against it to protest the continuing resolution. These lawmakers were frustrated by Senate-added provisions, such as a delay on hemp product restrictions and a reduction in the administration's control over federal grants. The victory was made possible by two Democrats, Jared Golden, D-Maine, and Marie Gluesenkamp Perez, D-Wash., who provided the critical votes needed to offset the Republican defectors. House Minority Leader Hakeem Jeffries, D-N.Y., was reportedly not notified of the surprise votes beforehand. Following the passage of the rule, Speaker Mike Johnson, R-La., stated that Republicans remain committed to working through the week to address the priorities of the American people.
