During an 8.5-hour public hearing, residents expressed concerns regarding the project's impact on water, wildlife, and noise. GlobalAI plans to use a closed-loop water system to cool the facility, which the company claims will use less water annually than an average household. While the county approved the project, the cities of Greeley and Windsor are preparing for a border skirmish over who will eventually annex the property. Greeley has requested a pre-annexation agreement to secure the facility and its projected tax revenue of $11.8 million to $12.6 million annually. Windsor officials expressed interest in the property as well, seeking to control the fate of the data center and provide protections for residents. GlobalAI has already faced three construction code violations for actions outside permitted repairs. The company plans to operate the data center alongside tech giants Nvidia and Humain.
