Russian President Vladimir Putin justified the 2014 annexation of Crimea by citing the need to prevent NATO forces from altering the balance of forces in the Black Sea. However, current Ukrainian maritime and aerial drone strikes have significantly disrupted Russia's dominance in the region. Ukraine's intensified attacks on Novorossiysk, Russia's largest commercial Black Sea port, have caused major disruptions to oil and grain shipments. While Russia could have 45 million metric tons of wheat for export in 2026 to 2027, the current situation makes it nearly impossible to supply the global market. Experts suggest that many Russian producers may not survive this season due to deteriorating financial conditions. President Volodymyr Zelenskyy noted that Russia is currently unwilling to engage in a mutual halt to attacks on vessels carrying agricultural produce. Moscow demands that Ukraine stop striking Russian energy infrastructure in exchange for a halting of attacks on the Ukraine's grain corridor. Zelenskyy argued that the two issues are distinct, stating that the issue for Russia is primarily about its energy sector rather than grain.
