Estefanelli Gutiérrez was elected president of the Afro Commission at the Colombian Congress for the first year of the legislative period. The election took place during the installation of the new Congress in Bogota. During the process, a fight broke out between Estefanelli Gutiérrez and Óscar Benavides. The dispute centered on who should occupy the presidency during the second period of the four-year term. Benavides argued that external sectors were trying to impose a representative who did not understand the struggles of Afro-descendant communities. Gutiérrez responded that the commission, which consists of approximately 49 congressmen, would decide the leader for the second year as the political exercise develops. The confrontation escalated when the discussion turned to legitimacy. Gutiérrez told Benavides that he was "more black" than him. Gutiérrez, a representative from the Atlantic department, was elected with 29 votes. The new executive committee also includes Jhon Alexander Molina as vice president and Jorge Luis Utria as coordinator.
