Mark Carney and Volodymyr Zelenskyy sign 100-year partnership agreement to bolster Ukraine's defense and energy infrastructure

Canadian Prime Minister Mark Carney and Ukrainian President Volodymyr Zelenskyy signed a 100-year partnership agreement in Calgary to deepen cooperation in defense, energy, and critical minerals. The agreement establishes a long-term framework for cooperation that will be negotiated over the coming months. To kickstart the partnership, Canada offered C$350 million for air defense interceptors through the United States' Joint Ukraine Multinational Program – Services, Training and Articles Rapid Timeline (Jumpstart) program. Additionally, Canada provided C$450 million in loan guarantees to enhance Ukraine's energy supply and C$200 million in concessional loans for reconstruction. Volodymyr Zelenskyy noted that the total government package is worth more than $1 billion for defense, which includes air defense, ammunition for F-16s, and the co-production of drones. Canada and Ukraine are also forging a partnership to jointly produce uncrewed systems and counter-drone technologies. Mark Carney announced a deal where 30% of new Canadian drone production will head to Ukraine. The two nations also established a veterans' fund with a $40 million contribution from Canada to support Ukrainian veterans and their families.
