The European Union has adopted the 21st package of sanctions against Russia, targeting over 50 military-industrial entities and key actors in the production of long-range drones. Kaja Kallas, the EU’s foreign policy chief, stated that these measures are designed to pressure Russia into ending its illegal war and stopping the killing of civilians. The new package specifically targets the manufacturing and supply network of the Garpiya long-range drones and the Rassvet satellite system, which serves as a Russian alternative to Starlink. By mapping out the entire supply chain for the Garpiya drones, the EU aims to make a significant impact on Russian weaponry. Experts, such as Jacob Funk Kirkegaard, note that while targeting specific drones may not immediately shift the strategic threat, it is a well-worth effort to weaken Russia's long-term military capabilities. The sanctions also target suppliers of dual-use technologies in China and India to ensure Russia cannot rely on third-country technologies for its missiles, drones, and tanks.
